Chelsea Area Chamber of Commerce – 40|30|30 Raffle
The Chelsea Area Chamber of Commerce holds a yearly raffle fundraiser. This year we decided to use this platform to raise money for a great cause as well as our organization.
The demand for Skilled and Trade workers continues to climb. Not every Chelsea student fits the 4 Year College mold. Students interested in technical or trade programs do not have the same opportunities for scholarships or financial assistance. And in the spirit of helping those students that fit outside the mold – we would like to help support them with a Trade/Technical Program Scholarship. Here’s how this works:
- 40% of all the Ticket Proceeds will go to the Raffle Winner
- 30% of all the Ticket Proceeds will go to Chelsea High School to provide 1 or more scholarships for outstanding student(s) interested in a technical or trade program
- 30% of all the Ticket Proceeds will go to the CACC
Tickets are $30 each and the Drawing will be held December 10, 2021 at 5:30pm

2021 Rules and Restrictions
Chelsea Area Chamber of Commerce is incorporated as a 501 (c) (6) nonprofit corporation under the laws of the State of Michigan for the primary purpose of promoting businesses within Chelsea Michigan and surrounding areas. Chelsea Area Chamber of Commerce primary mission is to provide services that advance commerce to establish and maintain Chelsea as a premier community in which to live, work, and recreate. The annual Chelsea Area Chamber of Commerce Raffle is conducted for the purpose of generating operating funds, increase donation to local non-profit service groups and to provide future scholarships and internships for the community. Raffle tickets are $30 (Thirty Dollars) each. Odds of winning are based on the number of ticket entries purchased. Must be 18 years of age or older to sell or buy (check eligibility for more details) raffle tickets. Contest void where prohibited. The selling of raffle tickets begins at 12:01 am on February 1, 2021 and ends at 11:59 p.m. on December 8, 2021. All times referenced for the raffle are Eastern Standard Time.
HOW TO ENTER:
Tickets will be available for sale at Chamber events. If you would like to purchase tickets outside of Chamber events please call Terris Ahrens , Executive Director of the Chelsea Area Chamber of Commerce at 734-475-4618 during regular business hours, M-F from 10am-4pm.
Present employees of Chelsea Area Chamber of Commerce and present board members of Chelsea Area Chamber of Commerce are not eligible to buy a ticket for themselves. Must be 18 years or older to enter. Contest void where prohibited. You need not be present to win. Entrants may purchase as many tickets as they wish. Each ticket is personal and can only be in the name of one (1) individual Entrant. Entrants may not sell nor donate their tickets. The Grand prize will not be issued to anyone other than the one (1) Entrant whose name is on the entry form
The Grand Prize is 40% of Raffle Ticket Sales.
DRAWING / SELECTION OF WINNER
Winner will be drawn / selected at random and announced during the Chelsea Area Chamber of Commerce Business After Hours event at Palmer Auto Service on December 10, 2021 – located at 222 South Main Street, Chelsea, MI 48118. This random drawing will be held under the supervision of a local government official(s). Entrants need not to be present to win. All participants are invited.
If the Grand Prize winner is not at the event, they will be notified by phone and/or U.S. Mail and/or e-mail. Any prize not claimed or for which the winner cannot be located within 60 days from the date of the drawing shall be distributed in accordance with one of the following methods:
(1) The licensee shall conduct another drawing using the original pool of ticket stubs.
(2) With prior written approval of the bureau, the licensee shall donate the prizes to a nonprofit organization with a charitable purpose.
Notified raffle winner must provide all information requested to be eligible to win, including proof of age, proof of identity showing that the person claiming the prize is the same entrant named on the winning ticket stub. By purchasing a raffle ticket, the winner agrees to allow Chelsea Area Chamber of Commerce to release their name and use their likeness to promote the Chelsea Area Chamber of Commerce Raffle, or to announce the winner. MODIFICATIONS OR CANCELLATION OF DRAWING
Chelsea Area Chamber of Commerce reserves the right to cancel or modify the Raffle at any time.
INDEMNIFICATION AND LIMIT ON LIABILITY
As a condition of accepting a prize, winner acknowledges that Chelsea Area Chamber of Commerce is not responsible for any harm, injury, or damage caused to any person or property, proximate or otherwise, through the use of any prize by any person, and agrees to save and hold harmless Chelsea Area Chamber of Commerce, its principals and employees from any claim of such responsibility. “Harm, injury or damage” includes but is not limited to occurrences beyond the control of Chelsea Area Chamber of Commerce such as death, bodily injury, property damage, or theft.
All local, state and federal taxes are the sole responsibility of the winner. For any prizes values at $600 or more, Chelsea Area Chamber of Commerce will file IRS Form 1099 MISC with Internal Revenue Service reporting the value of the prize as income to the winner. Winner must show two types of identification (e.g. driver license, social security card, voter registration card, etc.) should be furnished by the winner to verify their name, address, and social security number to the Chelsea Area Chamber of Commerce. This is for tax recording purposes only, and will be not be used or released for any other purposes. Taxes, if any, are the sole responsibility of raffle winner and raffle winner will receive an IRS 5754, W2-G or 1099 Form for the estimated retail value of any awarded prize. Each ticket purchaser is advised to consult his/her own tax advisor(s) with respect to the liabilities that may arise from winning a prize in this Raffle. The “regular gambling withholding” rate is 25% of a prize.
- If an organization awards a single raffle prize with a value between $600 and $5,000 and the prize winner provides proper identification; no withholding is required.
- If the prize amount is more than $5,000, the organization must obtain proper identification from the winner (as described above) and withhold 25% of the prize. If the organization is unable to obtain proper identification, they must withhold the higher “backup withholding. The “backup withholding” rate is 28% of a prize.
- If an organization awards a single raffle prize of $600 or greater and the prize winner fails to provide proper identification for winnings, the organization must retain the “backup withholding of 28%.”
AUTHORITY AND CONTROL
The Raffle is conducted by Chelsea Area Chamber of Commerce with the physical address of 222 South Main Street, Suite B, Chelsea, MI 48118. The Official Rules of the raffle are set forth herein. By entering the raffle, entrants agree to be fully and unconditionally bound by these Officials Rules, waive any rights to claim ambiguity in the raffle or these Official Rules and further agree to be bound by Chelsea Area Chamber of Commerce decisions and interpretation of these Official Rules.
The decision of Chelsea Area Chamber of Commerce shall be final in all matters concerning the Raffle. The Raffle is subject to the laws of the state of Michigan. The raffle is void where prohibited by law. Chelsea Area Chamber of Commerce is not responsible for any errors or omissions in the raffle’s advertising and/or any printed, broadcast, internet-provided materials or information, or for lost, late, misdirected or non-delivered mail or corrupt fax messages, or any other failure to receive orders or deliver receipts prior to the drawing deadlines. Chelsea Area Chamber of Commerce reserves the right to disqualify false entries or entries suspected of being false, and any illegible, defective, incomplete or physically altered Entry Forms and entries that do not include valid or complete payment. All entries become the property of Chelsea Area Chamber of Commerce and will not be returned. These Official Rules shall not be changed by any oral statement made by any employee or other person acting on the behalf of Chelsea Area Chamber of Commerce. By participating, Entrants agree: (1) to be bound by these complete Official Rules and the decisions of Chelsea Area Chamber of Commerce which shall be final and binding: and (2) to waive any rights to claim ambiguity in the Raffle or these Official Rules except where prohibited by law.
By accepting a prize, the raffle winner agrees to release Chelsea Area Chamber of Commerce, its officers, directors, employees, representatives and agents, and any person or entity associated with the production, judging, or administrative personnel of the Raffle (collectively, the “Releases”) from and against any claims, damages, disability, attorney’s fees, and costs (including death) or property of any kind resulting in whole or in part, directly or indirectly, from redemption, acceptance, possession, ownership, misuse or use of any prize or participation in any raffle purchase of a raffle ticket and acceptance of a prize constitutes permission for Chelsea Area Chamber of Commerce to use said raffle winner’s name, photograph, likeness, statements, biographical information, voice, and city and state address for promotional or advertising purposes in connection with this Raffle on a worldwide basis, and in all forms of media, now or hereafter know, in perpetuity, without review, permission or further compensation. Chelsea Area Chamber of Commerce shall appoint a single individual (“The Chairperson”) who will be responsible for maintaining control and security of the raffle. Such individual shall, by public certification under oath at the time of the drawing, control the container from which the winning raffle tickets will be drawn. Chelsea Area Chamber of Commerce reserves the right to extend the raffle date and dead line for ticket sales. Chelsea Area Chamber of Commerce is not responsible for any failure of communication or failure of the Internet or its website. Chelsea Area Chamber of Commerce reserves the right to modify these rules and will give prompt announcement of any rule changes. All decisions of Chelsea Area Chamber of Commerce are final and binding in all matters related to this raffle.
All personal information collected by Chelsea Area Chamber of Commerce will be used for administration of the raffle and informing you of the raffle events or other events associated with the chamber. Chelsea Area Chamber of Commerce will not share, sell or otherwise distribute personal information collected by Chelsea Area Chamber of Commerce except as stated above.
A list of all prize winners will be posted on the raffle website on or about ten (10) days after the prize has been claimed and a copy of the winners list and of the Official Rules may be obtained by sending a self-addressed, stamped envelope to: Chelsea Area Chamber of Commerce Attn: Chelsea Car Raffle 222 S. Main Street, Suite B. Chelsea, Michigan 48118. Requests must be received within 30 days of close of the Raffle.

Chelsea Area Chamber of Commerce has obtained a license (#R59739) constituting authorization to conduct a raffle in the State of Michigan within the next 18 months.
